Yes the hair will grow back thicker and darker after a period of time.

Your options:

Laser (best)
Wax (second best)
Chemicals (don't work for everyone)
Shaving (worst) (see seinfeld episode where Jerry shaves his chest hehe)

It will come back thicker and darker if you do it a lot. Just once isn't going to make that much of a difference. If you want better results, you should have it removed with a laser or wax it. Waxing is very painful and you can break out as well as have in-growns. Shaving is not that great because when it comes back it's pretty stubby and ugly. Eventually it can become like facial hair. After some time of shaving when the hair is thick and black, laser removal will work really great. Otherwise the chemical removers are not so great.
